The California Major Risk Medical Insurance Program

we encourage you to apply for medical coverage through the California Major Risk Medical Insurance Program (MRMIP). The California Managed Risk Medical Insurance Board recently announced that there is no waiting list and that the program is open for new enrollment.

MRMIP provides health insurance for uninsurable residents of the State of CA who are unable to obtain coverage in the individual health insurance market because of their pre-existing conditions.
A 36 consecutive month enrollment limitation allows the subscriber to leave the program with guaranteed coverage from plans selling coverage in the individual insurance market. Californians qualifying for the program, and for the guaranteed issue coverage that follows MRMIP coverage, participate in the cost of their coverage by paying premiums. The State of California supplements those premiums to cover the cost of care in MRMIP. The State shares the cost of post-MRMIP coverage with health plans that provide the coverage. Tobacco tax funds currently subsidize the MRMIP.
To be eligible, a person must:
• Be a resident of the State of California; and
• Not be eligible for Medicare Part A & Part B (unless it is due to end stage
renal disease); and
• Not be eligible to purchase continuation coverage under COBRA or CAL-COBRA; and
• Be unable to secure adequate private coverage in the last 12 months as evidenced
by a denial of individual coverage; or a termination from a coverage for reasons
other than non-payment of premiums or fraud; or because the individual has been
offered an individual health insurance premium rate in excess of the subscriber rate
for that individual in MRMIP.
